Description (as provided by the original submitter)

1. This file has not been released elsewhere.

2. This file shows the off-shoring of operations for Food Stamp and Payroll operations, involving access to bank accounts, card numbers, and Social Security Numbers, for over twenty states.

3. Employees of ACS

4. Journalist can contact ACS, as the entire corporation is mandating off-shoring for all its business units.

5. After the many reports of data security concerns with off-shoring, attempting to off-shore food stamp and debit card operations seems unethical and people should know that people in China and other countries could have access to over millions of card numbers and social security numbers. Also, this violates several state laws and contracts that prohibit the off-shoring of services
