The is a letter from the head of the department of Veterans Affairs, effectively shutting down four offices (Atlanta, Buffalo, Muskogee, and St. Louis) to outsource the new work to a private contractor. Instead of bringing the proposed $80 million dollar project to the offices already established, he is contracting it out to the lowest bidder. Before becoming the head of the Department of Veterans Affairs, he was a member on the board of directors for QTC Management, a government outsourcing contractor. The current Executive Chairman for QTC is a former Secretary of Veterans Affairs.
